Ibero-American Seminar on Balancing State Powers and the respect for Democratic guarantees while Fighting Terrorist Crimes

The Ibero-American seminar “Balancing the Powers of the State and Respect for Democracy in the Fight Against Terrorism” was held in the Training Center of the Spanish International Cooperation Center (AECI) in Cartagena, Colombia, May 22-25. The event was organized by the Spanish Attorney General’s Office, with co-sponsorship by the CICTE Secretariat and the UN Office on Drugs and Crime. Thirty delegates, primarily prosecutors, participated from 17 countries: Argentina, Bolivia, Chile, Colombia, Costa Rica, Ecuador, El Salvador, Guatemala, Honduras, México, Nicaragua, Panamá, Paraguay, Perú, República Dominicana, Uruguay y Venezuela.  

Experts from Spain, UNODC, and CICTE discussed the following topics, among others: The role of international organizations and states in fighting terrorism; human rights and democratic guarantees of members of terrorist organizations; the normative role of the UN Security Council in the creation of international obligations related to terrorism; victims of terrorist crimes; and prosecution of terrorist crimes. The CICTE Secretariat speakers explained the legislative changes necessary to ratify and implement the Inter-American Convention against Terrorism and the strategy and input of CICTE in combating terrorist financing: CICTE’s “Practical Guide” and events.
