¨     CME activities are implemented as tabletop simulation exercises at the strategic level. The objective is to effectively assess the complex nature of the response capacities and mandates of each of the entities involved in a crisis situation within a port facility, and to identify vulnerabilities in port facilities security plans.  The Secretariat organizes the events and the PSAP partners in the USCG and Transport Canada provide additional expertise.  Observers are invited from other countries in order to train trainers and facilitate CMEs in subsequent countries.
