Objective
|
To improve the ability of
target countries’ law enforcement, customs and immigrations
personnel to improve their controls on the issuance of
travel and identity documents and their capability to detect
fraudulent documents, in order to prevent their
counterfeiting, forgery, or fraudulent use. Enhanced
detection capabilities will improve border security and help
to promote cooperation and the exchange of information to
prevent and control document fraud, in accordance with
the
United Nations Security Council Resolution UNSCR
1373 and the Inter-American Convention against Terrorism.

Description
|
To fully realize the
above-mentioned objectives, CICTE organizes
specific training, in
partnership with technical assistance providers, such as the
Forensic Document Laboratory of the U.S. Department
of Homeland Security (DHS), the International Organization
for Migration (IOM), and the International Civil Aviation
Organization (ICAO).
This program will be executed
in three parts:
1. Assessments to evaluate
each country’s effectiveness and deficiencies.
2.
Training sessions
tailored to mitigate the needs of Member States.
3.
Evaluation of training
impact on ability of personnel trained.

Audience
|
The main
audience for this program is immigrations and other
front-line officers with supervisory responsibilities.
Additional target audiences will be determined following
assessments of training needs in Member States. |
